Facts
On 3 July 2007 at approximately 2:00pm, the complainant was grazing goats near Sunga Trading Centre when police officers from Mubende Police Station, responding to a land dispute, arrested him. During the arrest, a police officer ordered him to sit down, fired shots in the air, and multiple officers beat him with sticks and batons. The complainant sustained a fractured left leg during the beating and while boarding the police pickup vehicle. He was taken to Mubende Hospital where he was admitted for one week. Medical examination one year later revealed permanent deformity of the left thigh bone, shortening of the left leg, and the need for crutches. The injury was classified as grievous harm. The complainant reported the matter to the Uganda Human Rights Commission. The Respondent called no evidence in defence.
