Facts
On 22nd August 2002, Local Defence Unit men and local chiefs from Bulera Sub County conducted a graduated tax collection operation at night. They went to the home of Noah Kamya in Kimuli village. When Kamya did not respond immediately, they broke his bedroom window with a stick and hit his neck. The LC1 Chairman and armed men entered the house. When Kamya could not get out due to pain, one of the armed men shot him three times while he lay in bed. The bullets shattered his legs. Kamya was carried onto a truck with other tax defaulters while crying in pain and bleeding.
