Facts
On 11 November 2008, Odama Fred was arrested by police officers from Arua Central Police Station on allegations of armed robbery of a motorcycle using a gun. Police took him to his home to search for the weapon, beating him severely throughout the search. No gun was found. He was detained at the police station in a badly injured state.
