On 20 February 2009 at approximately 3:00 am, the complainant was arrested by the GISO of Bugongi and others on allegations of theft and taken to Bugongi Police Post. During transport he was beaten with sticks, kicked, and slapped. While detained at Bugongi Police Post, he was beaten by the Officer in Charge and other police officers who demanded he confess to stealing crates of beer and soda. The beatings continued over two days of detention, with one session lasting approximately 30 minutes. He was released on bail and received medical treatment at Kitagata Hospital on 22 February 2009. Medical examination revealed hematomas on the back, whip marks and bruises on the back, face and arms, and swelling of the face and eyes. He was admitted for three days and treated with injections, antibiotics and painkillers. The injuries were classified as bodily harm caused by a blunt object forcefully applied.
