3. (1) The Commission shall consist of the following persons

(a)

Ag. Justice Kibuka Musoke - Chairman (b) Mr. D. Kamukama -Member (c) Mr. A. Nyakarwana -Member

(2)

Mr. T.M. Nyayarwa, Commissioner Local Administration Inspection, shall be the Secretary to the Commission.

4. The Commission shall, be deemed to be duly constituted

if any two members are present Terms of 5. The terms of reference of the Commission are, generally to inquire into the allegation of suspected frauds in Graduated Tax administration in Mbarara District, and in particular-

(a)

to inquire into the allegation of non-issuance of Graduated Tax Tickets to the rightful owners in Mbarara District Administration since 1992;

(b)

to establish how revenue that accrued from Graduated Tax was remitted from sub-counties to the District Headquarters since 1992;

(c)

to establish any other matter connected with or inci dental to revenue collection in the District.

Report of 6. The Commission shall submit a report of its findings and its recommendation to the Minister responsible for Local Government within 40 days of its inceptioner such other longer period as the Minister may, in writting specify.
