L. UTV Studios Headquarters

Ehis is located on Lugard road in Nakascro. This site is on tin siurveyed but fenced land of about 2 acres. Survey of the land is being $*ought to determine the exact area. The site is currently shared with several other departments including Ethics & Integrity, Economic Monitoring, Presidential Advisers, PPU, and VPPU. These other dlepartments will retain the administration block. Other remaining sites and places will be the only property to be vested iinto Uganda Broadcasting Corporation. There arc two major buildings at the site. These include the old European Hospital Building and the Engineering Block.

TThe station is located on Kololo summit view and occupies 5.98 acres of unsurveyed and {partially fenced land. The land is under dispute with M/S UTL. The dispute had reached (ministerial levels. The two ministers (Minister of state for Information and Broadcasting aand Minister of Works, Transport and Communications) had proposed to demarcate the Hand. The proposal was made when UTL institution was being privatized. A follow up is being sought to ensure the demarcation. The current status of land is that UTL has the land ttitle and tenants are therefore not charged any fee for the land use and UTV&RU expansions are on hold.

This was a microwave link booster station linking UTV Kampala and UTV Masaka. It's located near Nsambwe Township. There is a small (4m x 4m) transmitter building (hut) still in fair condition. The station is not in use because its services were taken over by the satellite. Equipment modules had been removed and used at other installations of UTV for improvisation purposes. Only an empty rack remains. Two masts of 20m and 15m are still at the site. Some angle bars were looted. There is one grid dish antenna on the 20m mast. The land had been fenced off previously, but all the barbed wire has been pulled down and stolen.

The Nakisajja station is no longer operational. It used to be a microwave link booster station for UTV and Radio Uganda. The poorly fenced land is about 20m x 20m. There are two small houses (each 4m x 4m) which were sheltering the equipment when the station was operating. UTV and Radio Uganda sites were separately fenced off and some of this fence still exists in a fair condition. The UTV site has a 20m mast with 2 receiving antennas. Scrap racks for equipment and Automatic voltage regulator are some of the scrap found at the site today. 4

The Radio Uganda booster station used to have a small operations house of about 3m x 6m. There is a 20m mast still standing with two microwave grid dishes for receiving and transmitting signals - they are still in good condition. The Radio Site is fenced off and the fence is still in good condition. The tower is complete and needs only painting. However the booster station house is empty.

* 9. Mwizi - Mbarara

This is located at Kalamulani on Mwizi road 32 kms. From Mbarara town. Branching off Mbarara- Kabale highway at Ruti trading centre Bwala hill in Masaka town. The site is sitting on about 5.98 ought to determine the exact area.

The station accommodates both TV and Radio FM equipment.

The copies an area of about 13 acres and it was previously fenced off, but most of this fence s fallen away due to aging and rusting. However the gate is still in place. The Ntinda Radio Uganda and UTV housing estate is located at Ntinda about 5 kilometers from the center of Kampala. There are 6 blocks (A, B, C, D, E, and F) of habitable flats. There are 6 flats in each block. These blocks of flats have been roofed with asbestos, which must be removed since it was declared a danger building material some years back. The flats have drainage problems and an attempt to resolve these problems had been made by digging make shift sewage pits, but the work has stalled.

You also find 2 blocks of flats, which were not completed, having no roofs, doors and windows. However, due to shortage of accommodation some families have been staying in these unfinished structures without toilet facilities and have improvised by building temporary structures as toilets and bathrooms. Generally, all the flats (finished and unfinished) need urgent renovation and completion. The land area at Ntinda is estimated to be about 8 acres, but apparently used to be much bigger before, but has been encroached upon and taken by private developers.

Survey is being sought to determine the exact remaining acreage and to fence it off.

UTV and Radio Uganda installations are located in various parts of Uganda as mentione in the inventory above. However, the current status of most of this land is not adequate! clear regarding ownership and titles. Land dimensions of some sites have been given in th inventory as estimates although attempts are being made to carry out the survey to pave th< way for fencing and possible acquisition of land titles by the future UBA.

Prime land which needs urgent attention and demarcation to avoid encroachment is locatec at the following places:

There are several TV and Radio Relay Stations, which are no longer in use throughout the country. With the introduction of Satellite Broadcasting aid use of earth base stations for both Radio and TV signal reception aid retransmission at relatively lower power ratings, these developments in technology have rendered some former booster stations almost redundant Redundant sites include:

Functional Medium Wave transmitters are located at Bugolobi in Kampala (Faraday Road), Kibira Road in Kampala, Mawagga near Mityana, and at Butebo in Pallisa District.

Other stations previously intended to transmit MW signals were Kyeriba in Kabale, Bobi in Gulu, and Girigiri in Arua. These are non-functional.

The MW transmissions act as backups for all Radio Uganda FM stations serving particular regions of the country and as fillers to all shadow areas of the FM stations.

Functional Short wave transmitters are located at Bugolobi in Kampala. These include the Red Channel lOkW SW transmitter whose service area is the whole of Uganda and the neighbouring countries, and the Blue Channel lOkW SW transmitter whose area is also the whole of Uganda and the neighbouring countries.

Station building, tranmitter rank with some modules, delivery of rest of modules, downlink antenna. * Masindi: Tower, Radio transmitter and antennae, generator house, downlink antennae. • Lira: Radio transmitter and antennae (save for dummy load and ACU3). • Kotido: Site clearance and fencing, tower and downlink foundations. Container base delivery of container, tower parts, transmitter equipment. • Moroto: As for Kotido. • Soroti: Installation Transmitter and downlink. • Kitgum: Equipment delivery to Kampala. • Moyo: Tower and downlink foundations, container base, delivery of most equipment (including container) and tower materials to district headquarters. • Arua: Tower refurbishment, transmitter and downlink, delivery of generator (to run not done) • General: Some spares, tools and manuals.

Shortcomings in Contract Implementation by Ashford Failure to adhere to contractual completion date. • Failure to adhere to contract provisions such as action on delayed payments. • Failure to order for Solar panels and batteries. • Failure to order for STL on time. • Delayed installation of Uplink. Termination of Contract with Ashford • Contract extended to August 31, 2002. SOUND BROADCASTING BY SATELLITE PROJECT

Please find below the status of the Project.

STATUS

The uplink was installed in 1999, one of the HPA is not working while Uplink the repaired one has not been tested since it was repaired. The uplink is operational with low sound output. A 5 kw FM transmitter was installed but developed a problem with the Kololo control unit currently only the exciter is being used. The project equipment is being used to broadcast Star, Blue and Butebo channels. The supplied antenna for Kololo was not installed due to weight.

1 kw FM transmitter was installed to air Star FM programs, since we Masaka were using standby power from Radio West we opted to use 300 w transmitter instead of the 1 kw Tx. Kabale 1 kw FM TV was installed and it is carrying blue channel programs.

Kisoro 1 kw equipment with the accessories and a 4m tower were installed. The station is not operational due to the absence of utility power supply. FM transmitter was installed with its accessories but the satellite dish Kiboga requires the feed support which we have now in our stores. The station has been serviced with utility power but we need to complete the installation. FM transmitter was installed with accessories. The station is not Kapchorwa operational due to absence of utility power.

Jinja FM transmitter was installed with its accessories. The station is operational and is carrying Star FM programs. FM transmitter and its accessories were installed at Oruha hill. The Fort Portal station is operational and airing blue Channel programs. FM equipment and accessories were installed, the satellite downlink had a problem with the feeder support, the feeder support was ordered but has Soroti not been installed. The station is operational using a satellite link which was installed under the M.O.H project. The satellite downlink equipment and a generator was installed. The Ntungamo satellite downlink is used to feed the TV programs to TV transmitter. MEGA FM A satellite downlink was installed. A satellite downlink was installed to feed the program in the MW Butebo transmitter.
