Section 10: Designation of energy consumers

(1) The Minister shall, by statutory instrument, designate
energy consumers for the purposes of this Act.
(2) A designated energy consumer shall-
(a) put in place an energy management system in a manner
prescribed by regulations;
(b) designate a technical officer as an energy manager;
(c) ensure that an energy audit is conducted at the facility
of the designated energy consumer by an energy auditor to assess the energy consumption and identify areas for improvement;
(d) implement energy-saving measures identified in the energy
audit to improve energy efficiency;
(e) provide training to the employees on energy-efficient
practices and the importance of energy conservation;
(f) participate in energy efficiency programmes or initiatives
organised by Government;
(g) monitor and verify the effectiveness of the energy-saving
measures undertaken to ensure that the measures meet the required standards;
(h) submit regular compliance reports to the Minister to
demonstrate adherence to this Act and regulations made under this Act; and
(i) take into account the requirements of other applicable laws
including the National Environment Act, the Occupational Health and Safety Act and the Uganda National Bureau of Standards Act.
