A person may apply to the accounting officer requesting for donation of an asset and the accounting officer shall reply to the person acknowledging the application and advising the person to wait for decisions of the contracts committee (2) The application shall be in writing giving details covering- (a) name of the applicant; (b) details of the asset; (c) to whom it should be donated; (d) declaration that the donation is not for the personal benefits of the applicant; (e) benefits from the donation to the council; and (f) benefits to the recipients of the donation. (3) The accounting officer shall present the application to the procurement and disposal unit for onward submission to the contracts committee. (4) The contracts committee shall make a decision on the application and the recommendation shall be forwarded to the accounting officer. (5) The accounting officer shall communicate the decision to the applicant and any other concerned party. (6) The accounting officer shall arrange for the handover in the presence of the Internal Auditor or his or her authorized representative and the public, after fourteen days of displaying a public notice.
