(1) The functions of the Sub-county Farmers Forum shall be- (a) to consider and approve proposed annual workplans and budgets at the Sub-county level for the implementation of the NAADS in their areas; (b) to advise the Organisation on suitable strategies of implementation of the NAADS; (c) to monitor the overall implementation of the NAADS Programme in the Sub-county. (2) In awarding contracts for NAADS services and goods for farmer groups, the Sub-county Procurement Committee shall co-opt- (a) the Chairperson of Sub-county Farmers Forum, and; (b) the Sub-county NAADS Co-ordinator. (3) In awarding contracts for NAADS services and goods for farmer groups, the Sub-county Procurement Committee shall, in as far as is not inconsistent with this Act, comply with the Local Government Financial and Accounting Regulations, 1998.
