(1) The owner of a vessel may use a vessel as a mortgage,
charge or lien.

(2) The mortgagor shall within seven days after a mortgage,
charge or lien has been created on a vessel, notify the Maritime Administration.
(3) The Maritime Administration shall maintain a register of
mortgages, charges and liens on vessels registered or licenced under this Act.
