Section 22: Functions of Board

(1) The functions of the Labour Advisory Board are to advise the Minister on any matter falling under this Act and on any other matters affecting employment and industrial relations as may from time to Act 6 Employment Act 2006 time be referred to the Board by the Minister. (2) The Board shall exercise its powers and perform it's functions in such manner and subject to such conditions set out in the regulations. (3) Where it is proposed to introduce measures designed to encourage and promote collective bargaining, the Minister shall seek the views of the Labour Advisory Board on the measures, before their introduction. (4) Subject to subsection (1), the Labour Advisory Board shall advise the Minister on the following- (a) matters concerning relations between Uganda and the International Labour Organisation, including the making of replies and comments to questionnaires and proposed texts of international labour standards, the taking of action necessary to comply with the obligations of membership of the International Labour Organisation, and any proposed denunciation of a ratified Conventions; (b) aspects of vocational guidance and vocational training; (c) matters concerning the operation of the employment service and the development of the employment service policy; (d) the formulation and development of policies designed to promote the granting of paid educational leave to workers for the purposes of- (i) training; (ii) labour union social and civic education, and (iii) labour union education; and (e) the formulation and development of a national policy on vocational rehabilitation and the employment of persons Act 6 Employment Act 2006 with disabilities. (5) The Minister shall in consultation with, and after approval of the Minister responsible for Finance shall fix the remuneration for the members of the Board.
