in this Act shall apply to (a) any member of the Uganda Peoples' Defence Forces; (b) subject to section 43, any member of a police force or prisons service in respect of any firearm or ammunition the property of the Government issued to him or her for the performance of his or her duties; or (c) such other persons as the Minister may, by statutory order, exempt, and any exemption may be subject to such conditions as the Minister may, in his or her discretion, impose.
