Where the aircraft involved in an accident is of a maximum mass of over 2,250 kilograms, the State conducting the investigations shall send the preliminary report to (a) the State of Registry or the State of Occurrence, as
appropriate;
(b) the State of the Operator;
(c) the State of Design;
(d) the State of Manufacture;
(e) any State that provided relevant information, significant
facilities or experts; and
(f) the International Civil Aviation Organisation.
