1. Interpretation
In this Act, unless the context otherwise requires (a) "appropriate authority" means-
in any rural area, a subcounty chief;
in any urban area, a town clerk;
"exempted person" means a person granted an exemption under section 14 ;
"governor" means the person appointed governor of the province;
"Minister" means the Minister responsible for local government;
"planning committee" in relation to a district or province means the person or body of persons appointed under any law for the time being in force, or prescribed under this Act, as the planning authority for each such area.
