2. A person who drives a motor

vehicle and who competes in Exemption the Federation Internationale de Autombile (F.A.A.) motor rally organised by Motorsport Africa Club, commencing on the 17th day of February, 1996 is exempted from the provisions of Sub section (1) and (2) of Section 127 of the Act for the duration of that rally.
